Phnom Penh, July 25, 2025 — During a press conference this morning, Lieutenant General Maly Socheata detailed the series of military actions carried out by the Thai army early today, which have resulted in casualties and widespread damage along Cambodia’s border.

Timeline of the July 25 Attacks:

3:20 AM: Thai forces launched an attack on Cambodian territories including Phnom Khaing, Tathav, and Phnom 333.

5:25 AM: Thai military used cluster bombs in the Phnom Khaing area, an act strongly condemned by Cambodia due to its indiscriminate and inhumane impact.

5:30 AM: Attacks expanded to include Cambodian sites at Ta Moan and Takrabey.

5:40 AM: Further assaults targeted the Mom 3 area.

6:50 AM: Cluster munitions were fired at the Bodyguard Headquarters (Toul 95) and Techo Natural Village in Choam Ksan District.

7:03 AM: Additional fire targeted the Choam Te area.

8:00 AM: Thai forces attempted to assault and capture Takrabey Temple.

Lieutenant General Socheata confirmed that the initial attacks originated from the Thai side, deliberately causing explosions across multiple border areas, including Phnom Trat, Tathav, Phnom Khaing, O Phka Swe (An Ses), Mom 3, Ta Moan, and Ta Krabey. She emphasized that the main objective appeared to be the capture of Takrabey Temple.

 

Condemnation of Cluster Bomb Use

The Cambodian government strongly condemned Thailand’s use of “large quantities of cluster munitions,” describing the act as a serious violation of international law, including the Convention on Cluster Munitions. The statement stresses that their use is reckless, inhumane, and constitutes a war crime, with devastating effects on civilians and the environment, long after the conflict ends.

“This act demonstrates Thailand’s brutality and flagrant disregard for international humanitarian law,” the spokesperson said. “Deploying such deadly weapons threatens regional peace and undermines norms governing warfare.”

Cambodia’s Response:

Reaffirming its right to self-defense under Article 51 of the United Nations Charter, Cambodia declared that its armed forces are acting with utmost professionalism and restraint to defend national sovereignty and the safety of its citizens.

“Cambodia is resolute and determined to defend its territory,” the spokesperson stated. “We call on the international community to condemn these unlawful acts and support efforts for peace and stability in the region.”
